The most threatening bill to the homeless population in Texas is possibly up for a vote on MAY 14, 2025.

On April 30th it was left pending in the committee.

This very short and narrow bill prohibits the provision of homeless services within 1,000 feet of any public or private primary or secondary school, residential area, or public park. This makes it next to impossible for agencies - especially small ones like Hope Impacts - to operate in communities where people are experiencing homelessness.

IF THIS BILL PASSES IT WILL TAKE EFFECT SEPTEMBER 1, 2025.

Engrossed

This bill is proposed under the premise of “relating to establishment and enforcement of school safety zones; providing a civil penalty”.

The bill has been amended to include “This chapter applies only to the provision of navigation services by a service provider using public funds to provide services.”

Navigation Services are defined as: “services that assist individuals experiencing homelessness to access shelter, meals, medical care, substance abuse treatment, mental health services, employment resources, housing placement, and other services necessary for reintegration into stable living conditions. The term does not include the provision of emergency care or inpatient care.” NOTE that under this definition, no homeless clients would have to be on site, around or served at the facility for the prohibition to apply.

AS OF MAY 6, 2025 this bill has passed the Senate and has been received by the House Intergovernmental Affairs Committee.

It is scheduled to be voted on Tuesday May 13 @ 8:00am.
